OK, the problem for HBCKServerCrashProcedure is that, it needs meta regions
online so it can do the unknown server scan...
In tests, if I kill the region server hosting meta, the scan will hang there
and can not make progress.
This is not the problem for splittable meta, even if meta is not splittable, we
could still face the same problem.
So in general I do not think it should be a blocker for splittable meta work,
we should file another issue first to see how we plan to better support
operating on meta.
