And another concern is that, in TestHBCKSCP, what we have done to make an
inconsistent state, is to change the memory state manually, and then schedule a
HBCKSCP without restarting the master. But in real production, this type of
inconistencies could be fixed easily by restarting the master? Though we will
not schedule SCP for a server which is not in track(i.e, only in meta but not
in live servers nor dead servers), but when scanning meta, we will load its
region list, so when scheduling SCP, we can get its region list and then assign
them.
