I don't follow. HBCKSCP doesn't do assign of meta. It is a subclass of SCP.
SCP determines if meta needs assigning or not. Do you mean it requires meta to
be up? (Since it is doing 'fixes' on meta, yeah, it expects it to be up).
HBCPSCP has narrow focus. Often its just a noop doing a passthrough to SCP.
Could it do same if meta not available?
Yes, TestHBCKSCP, could indeed be 'artificial' (The things that HBCKSCP
addresses cannot be addressed by master restart... ). Disable, file an issue
and assign me to fix (w/ a suggestion on how better to test if you have one)?
