For SCP, the assumption is that the state in master memory is correct. But for
HBCKSCP, we want to fix the inconsistency.
So for SCP, if meta is on the crashed server, we will assign it first and then
assign other regions. But for HBCKSCP, we do not know whether we carries meta,
then how could we know if we should assign meta or not?
