Review comment:
       Sounds reasonable. So it will be better to just let the chore to 
iterator over all the regions and stores to see if they need clean up, so we do 
not need to maintain the list of stores which needs to clean up(this would be a 
pain I suppose, as you need to hook up region open and close).
   So I think we could expose something like requireWritingToTmpFirst in the 
StoreEngine interface(we do not expose SFT to upper layer in HRegion and 
HStore), so you can implement this PR easier.
