Going over the design doc, I have a few questions:
bq. As a first step we only intend to limit the number of tables and regions a
given namespace may contain.
Regions may have different sizes across namespaces. Would it make sense to
limit the (estimated) total size of regions in a particular namespace ?

What about naming the new command create_namespace (with verb at the beginning)
