Review Comment:
The existing owners PUT now supports a privileged recover action without the
lost token. Both the API SecurityContext and the graph authorization proxy
require administrator privileges; explicit stop/drain confirmation and exact
instance, epoch, and revision are required. A newly acquired owner invalidates
the inspected revision, so stale recovery returns 409 without clearing it. Late
old tuples remain terminal. Focused core/auth/API tests and a real standalone
Server with two independent Loader processes verify recovery, owner exit
ordering, and restore-to-ordinary transition. The full unit suite also passes
with the separate canonical-path test fixture; that fixture stays in its own
PR. Broader distributed and crash scenarios remain separate gates.

Review Comment:
Expected owner/mode conflicts now use a dedicated exception mapped to HTTP
409 only in these endpoints. Invalid requests and authorization failures keep
their existing 4xx handling. The mode-change success log is emitted after the
setter succeeds. Focused API/auth/core regressions pass, and the real Server
integration confirms stale revision and epoch recovery return 409 while
preserving state.
