Review Comment:
The invalid-shard subprocess now drives real HeartbeatService.init and
registration through the production restore worker, and shutdown joins that
worker before owner closure. The stale comment is updated, and reconnect tests
wait for the initial Up, Offline, and final Up callbacks.
