### Review finding: an unacknowledged turn can be retried and billed twice If `turn/start` has been sent but its response arrives after the timeout, the existing code classifies the timeout as retryable. The server may already have accepted the first turn, so the default retry policy can start additional paid turns while the first outcome is unknown.
