Review comment:
       I need to come back to this. I added this last minute as a means to exit 
early, but still handle the `IF EXISTS` case.
   
   I'm going to simplify it to not worry too much about exiting early first, as 
a number of catalogs don't implement dropNamespace with respect to CASCADE 
anyway.
