We had some bugs in the past that may leave a few orphan blocks in the cluster
where the blocks are in containers but have no corresponding keys using them.
If that case was originally out of scope, maybe we can add a new subtask for it
and leave the parent jira unresolved until we want to tackle that feature,
which may not be for a while.
Also can we resolve HDDS-1202? It looks like the PR got closed and it was fixed
in a different task.
