The idea to solve the issue is to directly compare the blocks on disk and
records in RDB when full data scan(7-day interval I remember).
The main function would be
[KeyValueContainerCheck.java#|https://github.com/apache/ozone/pull/3876/files#diff-0bb7ff61647049f370de7b0b986e955d38d2c9739d6100e1dd724ef267075af3]scanOrphanChunksAndDelete.
If this fix could basically meet the request, I could move on to discuss what
needs to be concerned and refine it. If someone else would like to take it, I
am also fine to transfer it.
