The case I'm thinking of is different than
https://github.com/apache/ozone/pull/3876. I'm thinking of blocks that are in
HDDS but not referenced by OM. This would be a pretty large task that I don't
think we will be taking on soon, but since this is the orphan block parent Jira
I think we should add it as a subtask here since I don't see an existing jira
for it.
