## Purpose
Java `RESTCatalog#listPartitionsPaged` catches `NotImplementedException`
and falls back to computing partitions from the table's metadata. PyPaimon
only caught `NoSuchResource` / `Forbidden`, so against a REST server that
does not implement the partition-listing endpoint (common in self-built /
OSS implementations) `list_partitions_paged` and the CLI `table
list-partitions` failed outright while Java succeeded.
## Change
- Extract the filesystem catalog's manifest-based partition aggregation
into a shared `catalog_utils.list_partitions_from_file_system`, mirroring
Java `CatalogUtils.listPartitionsFromFileSystem`; `FileSystemCatalog`
delegates to it (behavior unchanged).
- `RESTCatalog.list_partitions_paged` catches `NotImplementedException` and
falls back to that helper for data tables; catalog-managed-partition
tables re-raise, matching Java's `hasCatalogManagedPartitions` guard.
## Tests
- A partitioned table whose endpoint raises `NotImplementedException` still
lists its partitions via the fallback, with manifest-derived stats, and
honors the pattern / pagination args. Verified non-vacuous.
