Specifically what I meant with last comment: Once we have an API in front of 
any access to the metadata stored in HBase, we can unit-test the API calls 
themselves, and through that route cover many backwards compatibility scenarios 
without the need to actually check in an old Phoenix jar and (somehow) use that 
for testing.

[~sandeep.guggilam] points out that we start by unit-test MetaEndpointImpl 
itself, right now.
