I committed PHOENIX-5617. For the last 4.15.1RC4 I just did the following:
 # Downloaded the previous Phoenix version.
 # Started phoenix_sandbox
 # Ran a simple script for some SQL commands in 4.14's psql.
 # Ran a similarly simple script using 4.15's psql.
 # Repeated again with 4.14 and 4.15.
 # 3-5 are executed from a shell script.

This is very simple and it's easy to cover many upgrade scenarios this way! And 
this can be collected into a single script that we can run as part of the test 
suite.
