What [~bikassaha] is recommending is to have the RootInitializer generate a new
event - say something like InputInitializerDoneEvent - one event per
Initializer. Now, this event should be generated after all the initialization
events are generated.
If this event is seen during recovery, the framework then understands the
initializer work was done and all events recovered. If this event is not seen
for all initializers, the vertex should be restarted from scratch.
