Right, this is possible. For now, all the VertexManagerPlugin implementation
won't affect Vertex after its tasks been scheduled (even for the VMPlugin in
hive/pig). But it is possible VM will continue to affect Vertex even after its
tasks scheduled. (e.g. TEZ-2103 ). I will take into consideration of that in
the next phase.
