This looks good to me. Additionally, now that we have a global 'scheduler'
section it probably makes sense to deprecate some of the existing
partition-level options (such as state dump configuration) and move them under
the global section as well. Obviously out of scope for this JIRA, but wanted to
make sure we talk about it.
