[~surahman], feel free to refactor any methods that need to take the context as
a receiver, that's fine. One additional consideration is configuration updates;
currently we allow things in the configmap to update the runtime configuration,
and we should do that here as well. You can look at some of the other
components and how they handle config updates. We should allow changing both
the enabled flag as well as the run frequency.
