Combining the two above questions I'm assuming the following work flow:

a. somebody creates a PDF form (XFA / AcroForm / whatever)
b. this form needs to be reader enabled (you'll ALWAYS need Adobe
    to do this)
c. when this form is saved locally, the Reader Enabling may not
    be lost.

Some possible solutions (a not exhaustive list from the top of my head,
in no particular order):

I need more time to find out why Adobe Reader 'breaks' Reader Enabling.
Maybe Leonard can shed some light on this.

Bill suggests to do (a) using iText. You can do this, load the form
(AcroForm, not XFA) in Acrobat, then Reader Enable it.

[2'] Most of the times, creating a form isn't done programmatically,
so you may need another tool to do it. Some tools that might do
the trick: JPedal + iText, Scribus, RenderX, Open Office...
Note that I'm not an expert using these tools; I only made some
Open Office examples:

Drop iText and go for an Adobe LiveCycle ES solution.

Drop Reader Enabling and ask the users to use a PDF viewer that is
different from Adobe Reader (and that is capable of saving forms
locally).

Drop the idea of saving a form locally and have people post
the form to a server (NOT the localhost server as this breaks
the Adobe Reader EULA).

... So far for my inspiration, but maybe some other ideas
will surface if you comment on the above solutions of which
some may not be acceptable in the context of your project.

It goes without saying that I prefer option [1], but unfortunately
I don't have the time to dig into this problem today and tomorrow
(maybe on Friday).
