I know, but I meant that you could do that before step 1 in your workflow, and then load the form into Acrobat to Reader Enable it. As a test, I took without_xfa.pdf and I opened it in Acrobat 8. Then I did "Advanced > Enable Usage Rights in Reader" and... unless I made a mistake somewhere, I ended up with a Reader Enabled PDF without XFA. Please try it and let me know if it works for you.
