If you bind UID with multiple displays, you will find a conflict.

Which conflict? We have a working setup.

No, I bind UIDs with sessions which in turn are (weakly) bound to logical seats which are bound to physical seats.

Physical seat is as collection of hardware devices, including

And this is not only about displays, but input methods, audio devices, mass storage devices, and lot of other hardware.

You rob the right apps or weston to use other displays.

On default configuration, yes, on purpose. To avoid malicious applications from accessing other user's seat.

Otherwise I could on the other seat send a fake password dialog to another seat asking for password and then save it for my own use.

Or I could access data your USB memory stick you plugged in on another seat.

Just like Modello UI, it will use fullcreen and single display, and then you
will limit all apps to use fullscreen or single display. Is it what you want?

System configuration defines which devices/displays belong to which seats. Then apps are limited to those displays.
