I tracked the problem down to be a ivtv problem.
When using wintv2000 the television reports S-Video.
When hot-rebooting from windows to linux I also have S-Video.
The first call to ivtvctl -l 2 and or -l 0 the picture shows a vertical pattern.
Calling -l 1 the picture gets black.
Afterwards setting -l 2 or -l 0 returns the picture in Composite.

Definitely the supplied 9-pin to scart only supports Composite.
The supplied 9-pin to S-Video/(Composite)/L/R works for S-Video.

Are there other settings to try ?
During the last two years I saw about 5 posts complaining about failing s-video 
support without any success. Is there anything I can do to narrow down the 
problem ?
