When I got my PVR-250 a couple months ago I had a same issue and after
many experiments noticed that tuner for TCL 2002 was set with
frequency off by 1Mhz and figured out a hack to correct that.  I sent the
following to v4l list a couple months ago but only got one response
back with positive result and no response from any developer.  If this
works for you (and hopefully more people) I like to pursue the issue
further to be corrected there so I don't have to keep on patching
tuner.c.

I'm attempting to use Hauppauge PVR-250 I purchased recently for NTSC
cable in US.

Elsewhere it was noted that this newer rev card uses TCL 2002N tuner
different from former revs and not supported by released V4L. Then I
found the support in recent CVS snapshots and tried
video4linux-20040927-171556 and it somewhat worked, but the frequency
setting were way off almost by 100Mhz.  While looking at it further
today, I noticed that there are new snapshots with changes in this
area so I tried 20040930-141712.  Much better but not quite.  Now it
is consistently off by exactly 1Mhz for all the channels (330.25 to
watch 331.25).

Looking at the bytes going across and seeing what's happening in
set_freq, I modified the IFPCoff for the tuner to 716 instead of 732
and now it is right on.  Without understanding those numbers I doubt
this is the right fix.  I'm interested in having this card work with
V4L off the shelf, so if somebody knows a right way to fix this, I'll
be glad to test patchs and/or gather more information on my card.
