Both dynamic and static allocation work for me without fail, so it
doesn't effect me.

I'm not sure this will reduce the number of problems so much as bring
back a different set of people with allocation related problems.

It seems it doesn't really matter what the default is. Perhaps the option itself should be publicized such that "0.3-newbies" will learn of the (possibly huge) effects the option has.

Personally, on my FC3 P3-600 with 384mb ram, ivtv_dynbuf=1 results in a hard freeze averaging about once a day (with the failed allocation panics if I keep logs of such things). Changing to ivtv_dynbuf=0 (and changing nothing else) brings about absolute stability (I haven't had a single hard freeze, been running for about 5 weeks).

But like I said, I don't have an opinion on a default, because it just seems that either dynamic or static will end up causing problems on a fair number of machines out there.
