Looking through the tveeprom source I see this:
{ TUNER_ABSENT, "TCL M2523_5N_E"},
This means your tuner actually isn't supported yet. It might be a good
idea to try the ivtv-devel mailing list. Hopefully support for this
particular tuner can be added.
