Yes, v4l2-ctl -t and ivtvctl -z are equivalent (though they use 
different arguments).

I would caution, however, that some users may have trouble leaving 
their tuners permanently set with ivtvctl -z 4 when using the 
internal tuner. I found that this mode can result in the primary 
audio coming from one speaker, and a secondary channel coming from 
another, depending on the channel being watched.

At best, this just happens to work. At worst, you can end up with one 
speaker playing "descriptive video" (where someone narrates what's 
going on, visually, in the program you're watching) or even an 
entirely different audio program. I ended up with an episode of Cold 
Case that has the normal audio on the left and a football game on the 
right!
