The ivtvctl tool can do that:

ivtvctl -c audio=0xe9 for 48 kHz, 0xe8 for 44.1 kHz and 0xea for 32 kHz.

But note: I no longer support ivtv-0.7 and if you can I would strongly 
recommend upgrading to kernel 2.6.18 or up, that way I can help you 
debug better.

Someone (must be MythTV) is still messing with the audio frequency.

Again I *strongly* recommend upgrading to 2.6.18/ivtv-0.10.x! This will 
almost certainly solve your problems, and if you still have problems, 
then I can help debug them.
