Your problems sound like they are analog tuner/demodulator setup related.
What analog Tuner types are reported in dmesg or /var/log/messages?

Some things to do, if you haven't already:

1. Eliminate whether or not it's a tuner or digitizer problem.  If you
are able to connect a signal source (eg DVD player) to the Composite or
S-Video input for the failing side of the card, do so and see if
symptoms persist when using the Composite or S-Video input vs. the
analog tuner/demodulator.

2. Check the August 2006 and June 2006 archives (and possibly other
months) for this list about PVR-500s with Samsung tuners and staticy
video.

3. The latest kernel for Fedora 7 x86_64 is 2.6.23.15-80.  The
linux/drivers/media/video/tuner-types.c file with this kernel turns on
the LNA for the Samsung tuners.  You're using 2.6.22.9-91.  I do not
know if this kernel includes the LNA enable for Samsung tuners.  Check
the kernel source.  ivtv relies on the tuner*.ko modules that come with
the kernel.  If your problem is tuner setup related, updating to the
latest kernel *may* resolve your problem.
