I'm assuming you're using MythTV, but this would probably be true for
other recording methods. By default, recordings are made with a narrow
range of bitrate (bits per second), rather than varying the bitrate
widely according to content.
MythTV allows you to create recording profiles that specify nominal and
maximum bitrate, and you can select which profile you use to record
specific programs. In my experience, the defaults are just fine, though,
so I don't have any specific advice if you were looking to tweak your
bitrates.
