No, it's not in the MPEG standard. I guess this is to prevent very high
bitrates that decoders cannot handle. Also note that the default ivtv
settings are pretty good. There is very little to be gained when you go
to higher bitrates. It's only PAL/NTSC resolution after all.
The current default settings are: variable bitrate, average bitrate of
6000000 bits per second, max peak bitrate 8000000.
