How do you test this?

Can you also try to do this:

In one shell run:

vbi -d /dev/vbi0

(the vbi tool is part of the ivtv-utils:
http://dl.ivtvdriver.org/ivtv/archive/1.3.x/ivtv-utils-1.3.0.tar.gz)

In the other shell run:

cat /dev/video0 >/dev/null

And does this problem happen for all four PVR-150 cards?

If you still experience the same problems with the above test, then I'm
afraid I need an account. I'm not guaranteeing anything, BTW. VBI is
really difficult to implement and it's rather depressing for me to
still have cases where it is apparently not working well.

Regards,

        Hans
