These settings are the purview of the cx25840 module. Namely cx28540-core.c:cx25840_std_setup() twiddles the vertical blanking and horizontal blanking delays. Mucking with the vertical blanking parameters may have effects on VBI service so changes have to be made with care. If I ever get my head above water, maybe I'll take a look at it with my PVR-150.
