I disagree Sander.
I've never seen a border that large on any capture,and all my captures 
are from the composite input on my PVR-150.
Overscan would not cause that either.

It looks like a sync issue, both horizontal and vertical, and I'm 
inclined to think it would be a single cause, tough I cannot think of 
what that might be without digging through the NTSC specifications.

What resolution are you capturing at?
What sources are you using?

The captures I mentioned are from a small, digital satellite system and 
some reading implies the the digital source may not contain all the 
overscan than an analog broadcast could. I cannot easily change the 
source, since I have 25+ feet of cable and it's currently connected to 
the second output on the satellite receiver, and I cannot easily reach 
the other outputs.

Can you try capturing from a few different sources?
