I was having some problems with invalid mmconfig access for some
partitioned PCI devices when I realized that the
jailhouse-config-create script doesn't set the correct length for all
defined PCI capabilities.

The specific capability I was having problem with was the AER, so I
made this patch to set its size when generating the config file.

In my understanding, it would be good to have the length of all PCI
capabilities defined by the spec set in the root cell config.

Does it make sense then to add this to the config-create script? And,
is it a problem to set all capabilities that have RW fields as RW in
the config generated by the config-create?
