No. They mean completely different things. "Hondai" means "the main topic or theme to be disccussed in a business meeting, thesis, speech, etc.", while "sitsumon" means a "question". Examples: 1. Dewa sassoku hondai ni hairimashou. (Now, let's go to the main topic. / Let's get down to business.) 2. Nani ka shitsumon wa arimasu ka? (Do you have any questions?)
