Jikes is the name of two separate IBM projects: a compiler (a very
active project) and a debugger (which appears to be a dead project)...
both are completely independent of the JDK (Java Development Kit).
IBM has their own JDK, available from their AlphaWorks site in version
1.1.8... assuming you have more success connecting to AlphaWorks that I
have :-(.

The redistribution terms for Java Development Kits make such a site
