WWaaaaaay back in the old days of VRML, Caligari's Pioneer was one of
the best tools around. Really nifty interface, a fraction slow but a
very nice modelling tool with really good support. Much of the Pioneer
interface went into TrueSpace 3 and later. Haven't played with recent
versions, but if it is anything like the older stuff, it should be
pretty good.

Portfolio supports the COB format, so you should be reasonably OK there,
if you don't mind paying licensing fees for a commercial app.
