Texture compression has nothing to do with T&L. It is simply like WinZip for textures
(actually its more like JPEG). Hardware *can* can be used to do the DCT computation 
like
for DVD video decoders. But since textures are usually decompressed once into memory, 
the
win is only obvious for *big-ass* textures.
