  I think there is actually quite a lot of demand for *any* MPEG4 BIFS
encoder/decoder/player which works properly.  You may just be asking the
wrong people.  I don't know if you've tried any of what's available by way
of players, but from what I understand there is currently much left to be
desired.  A decent Java3D codec could be wonderful.

It's a standard condition of the standard GNU General Public License that
people are free to modify and re-use source only as long as it and any work
based on it remains under the terms of the license, non-proprietary and
freely available to all.  Is that the sort of thing you had in mind?
