I would note that NT4 lacks other critical multimedia support, so its
likely your and your customers experience will be less than satisfactory
on that platform. 

specifically,  besides the D3D limitation ( DX3 interfaces, sw only )
DSound is always sw emulated ( typically 150ms latency vs 15ms latency
you get with accelerated DSound ), and DInput support is limited since
DX3 had no joystick support - means you get to use getJoyPosEx from the
old WinMM APIs.

All versions of Windows come with OpenGL so, if you're not sure, choose
the OpenGL version.

The DirectX version will not work on Windows NT.  For 98, ME, and 2000,
it requires DirectX 7.0 or later.  If you have an older version of
Windows, you will need to upgrade your DirectX driver:
