I think you should read Chairman's answer again he is only relating to combine mode this means replace, modulate, blend are still free. (I'm not sure where the limitation is, as Geforce3/4 cards return only 2 combines also, alltough they have 8 register combiners + 1 final combiner). Geforce2 has 4 register combiners IIRC. So I think that is a limitation in OGL1.3. Btw QIII doesn't use any combine mode multitexturing.
