"Best" depends on how you want to define it.  Most reliable and highest
performance currently (ignoring price) I would recommend the GeForce 4
4600.

ATI is usually better to stay away from due to their long history of
driver issues.

We are finding our WinXP subscribers are having issues with Java 3D.
Operating System is also "important". (drivers for one video card might
be very good on Win98 but exhibit quirks on WinNT, etc).

If you don't need textures then you may find that CPU performance is far
more important than the video card.
