For those wondering what the posted nslcpac.x3d
file would like like, look here ( attached ).

 Attached: sc_navy_slc_java3d.jpg

 Screen Capture of: navy_SeaLift_Command_Pac.wrl

 rendered with Java3d
 using the Sun VRML Loaders.

VRML ( .wrl ) file converted from posted "nslcpac.x3d" file.

The VRML file is smaller, more human readable, and has extra
text strings in Billboard nodes :
( " Navy Sea Lift Command ", "Sun VRML Loaders" )
and probably can be installed with fewer installation problems
 than the alternative.

The added text was derived from below, as you can see here:

I'll post the VRML ( .wrl ) file unless I'm informed
the image above doesn't accurately reflect the posted x3d
file ( excepting the added text ).

System: Red Hat Linux 7.2, GIMP used to reduce file size.

Many have found the Sun VRML Loaders convenient & reliable
for loading VRML into Java3d including the authors of
Nasa FastScript Java3d web applet and the Java3d book
featuring the VRML Loader with Picking & Interactive
SceneGraph as you can see here:
