I have found the ATI and nvidia offerings to be comparable.  Sometimes a
laptop vendor will offer one chip with 64 mb and the other chip with only
32mb, as mutually exclusive options in the laptop. In that case, the
amount of memory may become a deciding factor.

As far as the performance goes, they tend to pack most of the major
features, and sometimes have a reduced clock speed, compared to desktop 3D
cards.  The end result is that you generally get comparable performance.
Realistically, you get very reasonable performance.  Most of us I am sure
are quite pleased with the performance of our laptops.

You will be able to run J3D very comfortably.

I would reccomend an ATI or nvidia based chipset with no less than 32mb.
Some examples of laptops, for comparison (i do not endorse):
alienware area51-m
dell inspiron 8100 or 8200
toshiba satellite

As a final note, I care about screen size and resolution for my graphics
work.  I personally prefer no less than 15 inches diagonal, and 1600x1200
resolution, which is very very sharp.  If you opt for a resolution like
that, I reccomend no less than a 64mb graphics chipset.  Otherwise
fullscreen can be quite slow (in my experience).
