I don't really know the java embedded or phone space that well, the but I think the decision process going something like this.
"If we implement this as a hack and not a spec change, we can won't break compatibility 2.5 billion devices". PCs and servers can be updated easily enough. Hardware and much firmware can not. This is just my impression on the situation. I'm not saying I agree with it if it's really not that much of a problem.
