I should say that I'm on the 10g stack at the moment, so maybe the
bits of JDev that are "Oracle only" (e.g. BPEL) are less so. I have to
say I quite like JDev, it's a professional and feature-rich IDE --
this from a staunch NetBeans guy (or IntelliJ). The BPEL stuff must be
Oracle only (in JDev) because Oracle's BPEL is BPEL 1.1 + Oracle
extensions. A designer that does plain BPEL 2.0 would be really
welcome.
