I assume the changes in the JCP that IBM wanted and that caused it to
back Harmony in the first place. And probably a bigger seat at high
table.
And the different ratio of powers. I mean, Sun was weak and IBM had
still hopes to win the TCK battle. Oracle is strong and "if you can't
beat them, make an alliance".
