It looks like oracle needed IBM's assurance that they would not get involved. Once they had that, they are expanding their lawsuit from fairly weak patent violations to intellectual property theft. The claim appears to claim that Google copied all of the java APIs...aka Harmony. wow. I didn't see that coming, but this puts a completely different spin on the lawsuit. It's hard to imagine that it has merit (Google is on the JCP and therefore has the rights to implement specs). However, this makes the suite very specific.
